The South African SABS Pre-Export Verification of Conformity (PVoC) program is currently in a voluntary transitional phase, compliance will become strictly mandatory from 20 September 2026. Any shipments arriving in South Africa after this date without the required certification may be denied entry by the Border Management Authority (BMA) and the South African Revenue Service (SARS).
The new SABS PVoC program has been introduced to regulate specific high-risk unregulated products. We kindly request that you review the attached Annexure 1 – List of High-Risk Unregulated Products to determine whether your current imports, or any future products you intend importing, may be affected by this regulatory change.
To avoid unnecessary port delays, cargo holds, or possible shipment rejections once the program becomes mandatory, we strongly recommend that the attached formal notification letter be forwarded to your Chinese suppliers as soon as possible.
Your suppliers will be required to register with the Chinese regulatory authority, CCIC, in order to arrange the mandatory Pre-Shipment Inspections and obtain the applicable Certificate of Conformity (CoC) for each shipment.
